To be honest I probably wouldn't bother doing something in the UK, and I'd gladly get a passport if something was actually going to happen.
My vote goes with Tenerife (which doesn't seem likely) and failing that, anywhere else (although as I said, Rome and Barcelona are apparently pretty brilliant) as long as it's not in the UK - it's going to be my first and last major holiday in well over a year (my passport expired in 2003), so I'd want to make it worth doing.
Also, I'd be quite up for going over to Germany for a beer tour of some kind, I've heard brilliant things about their ales and beers from a few people, so it would be nice to actually sample them
