See, with Testament there're ALWAYS disagreements over which album is the best since nearly all of them could be hailed their greatest (except Demonic and The Formation of Damnation). I really love The Ritual, Low and The New Order, but The Legacy and Souls of Black are class in their own right. The Gathering was cool, but it gets boring if you play it too often.

How could you not like formation? Its epic. I know what ya mean with the gathering. People say its the legacy but i think the only song that really stands out is over the wall and the new order just has so many badass songs.

TFoD was one of those albums that felt very lacklustre - it should've been better than it was.

I've always sort of thought their cover of Nobody's Fault was their best song. New Order is my favourite though, didn't like it when Chuck Billy changed his voice, fat bastard... Shouldn't have to, shouldn't have to..

I remember over the wall played on scuzz back when scuzz was decent, it was one of the tracks that started getting me into thrash proper.

only very few classic can match the level of the legacy
even Testament themselves can never top this debut again

Yeah, Billy, you say that but you, Tom and James have always poo-pooed the Testament appreciation. I have always felt in the minority for liking them (probably because I respect you three's opinions on thrash metals).
Anyway, to the matter at hand. The Legacy was one of my first post-big 4 thrash buys and I still love it. I think Over the Wall is one of the weaker songs. Best track is Alone in the Dark, the guitar work on that is lovely on the ears. Apocalyptic City is a great epic-y thrash closer and Raging Waters is another one that has a great intro and lives up to being a classic thrasher. COTLOD, First Strike is Deadly - fuck! - it's a great album.
The New Order's notable difference is the cleaner, more polished sound. The songs are still good, the guitar work is still lovely but they lost the charm of their rougher edge. While every song is great on The Legacy, I think there are a few not-so-hot tracks on the follow up in my opinion. However, with the difference between them it's probably personal taste that really decides between them.

This is madness! Formation of Damnation was a good return. A far more impressive attempt at making a modern Thrash album compared to most - Forbidden or Dukes-era Exodus, for example. It easily equals some of their other past efforts.
