Come on, that's exactly the kind of thing they do. Police forces have a long and proud history of beating people to death for very little reason, then going all soft on the actual criminals. Obviously not all police officers are arseholes, the majority of the ones doing beat work are actually nice people who just want to help the community, but the riot squads and that kind of thing are a haven for arseholes and psychos who just want to crack heads, and it shows. I mean, the whole Ian Tomlinson thing is a perfect example of this, the footage shows him walking away with his back turned to the police when one of them runs up behind him and pushes him right over. A few minutes later he's dead, but for some reason this isn't a crime. There's a cartoon from the 1840s which sums all this up, policeman saying to a Chartist 'remember lad, if I kill you it's nothing but if you kill me it's murder'.
