IRC - aka Internet Relay Chat - is generally done via clients like mIRC (standalone) and ChatZilla (Firefox extension) and is basically a real-time plain-text MSN, so it's not really needed here.
Also, as far as I know, phpBB has no real IRC modifications, so I can't see how it would be possible even if it were needed (or wanted) .

It's on another phpBB board I'm on, and it's pretty good when there's so many online that you just go into chat, rather than spamming a topic to death.

What's the forum URL? It could be a shoutbox like Bangover said, but I'll see what options there are. It seems pretty pointless to me, because it'll render the forum useless.
