Most 17" monitors run at 1280x1024 and they're pretty cheap now, £90 max for a decent one.
The nVidia 8800GTS should be able to handle most games with pretty high amounts of detail. I wouldn't charge for building it, so you don't need to worry about that. I'll run up a proper spec for you in the next hour or two, working on £600 maximum. As for a TV tuner, you can get a TV card for about £30 - I'll put it in if the spec leaves enough room.
